Executive Board

The executive board consists of Officers and Representatives-At-Large (Committee Chairs) for specific roles and responsibilities.

    The executive board meets once a month (9 times/year), and attends the general union meeting each month. On the average, each executive officer and representative dedicates anywhere from 5-15 hours per month in his/her position. This commitment may require additional hours during negotiations and/or other committee obligations.

    Administrative Association By-Laws 

    Executive Board Officers may serve no more than two (2) consecutive terms in one position. A term is defined as 2 years.

    Representatives-At-Large (Committee Chairs) positions on the Executive Board serve only 1-year terms. Members cannot serve more than 2 years in one position.

Officers position

    President – shall call and preside at all meeting of the Executive Board and the Association, shall be an ex-officio member of all committees except the Nominating Committee, shall enforce the By-Laws, shall appoint all committees with approval of the Executive Board, except for the Nominating Committee and other standing committees chaired by a Representative-At-Large; and shall perform such other duties as assigned by the Executive Board.

    Vice President – in the absence of the President shall perform all duties and enjoy all privileges of that office. On the death or resignation of the President, the Vice President shall become President, and serve in that capacity for the remainder of the term. The Vice President shall report to, advise, and assist the President, and assume such other duties as shall be assigned by the Executive Board.

    Treasurer – shall receive all monies belonging to the Association and give receipts thereof when necessary, and money so received shall be deposited in the name of the Association in such bank or banks as the Executive Board may direct. The Treasurer shall pay all orders when appropriately authorized in writing, keep an up-to-date record of all members and their status, shall provide financial reports to the membership at all meetings, prepare and present a financial report to the membership that includes all financial transactions that transpired during the past fiscal year at the June meeting, and shall perform such additional duties as the office demands.

    Secretary – shall keep a written record of the proceedings of all meetings, read the minutes, correspondence and reports; mail out all notices of meetings, write all necessary letters for the Association and perform such other duties as the office demands.

    Parliamentarian – will serve as an interpreter of Parliamentary rules and will inform the President or other offices what rules apply to a situation where doubt exists.

Representatives–At–Large/Committee Chairs position

    Good & Welfare – shall be responsible for updating union members on personal matters, such as engagements, marriages, retirements, birth and adoption announcements, short-term & long-term leave of absence, illness, deaths of members and/or immediate family members. This person shall be responsible to acknowledge such events on behalf of the BCAA by sending a note, card, and/or gift. All shall be reported to the executive board and publicly at general union meetings.

    Grievance Representatives (2 members required) – shall explore and prepare programs for securing satisfactory policies and procedures for the redress of grievances. It shall process all grievances filed in accordance with the current Collective Bargaining Agreement and policies adopted by the Association. It shall advise the Executive Committee in situations involving the defense of individual rights.

    Membership Representative – shall be responsible for ensuring all new and current members are welcomed into the Association and understands his/her rights as a union member and what their union dues represent. The Membership Representative will also work with the Treasurer of the Association, as well as with Human Resources and Payroll departments to ensure union dues are charged in accordance with NJEA policies. The Membership Representative is also responsible for keeping track and informing members of employee status changes. The duty of the Membership Committee shall be to organize and conduct membership enrollment. Its members shall attempt to enroll new members.

    Negotiations Representative (Committee) – shall be to survey the members and prepare a proposed package to be negotiated with the College's Board of Trustees by the Association's negotiating team in all areas of member welfare and general working conditions. This committee will also be responsible for contract administration and clarification.

    Newsletter Representative – shall be responsible for coordinating union news and updates by developing and disseminating a newsletter at least 4 times/year.

    NJEA Representative – shall act as the Liaison between the BCAA and NJEA. This person/committee is responsible for informing members on any changes in the NJEA, pension and health benefits, and other important issues that may affect the BCAA and its contract with the College.

    Nominations Representative (Committee) – shall be responsible to prepare a ballot, which identifies each position, and its responsibilities. This will be done prior to the selection of nominees. Nominations of the Nominating Committee shall be reported to the President and written copies of the slate shall be sent to all members at least fourteen days prior to the May meeting. The Nominating Committee shall present nominees to fill all positions being vacated on the Executive Board; shall set up and monitor the necessary election procedures.
